A ruler toolbar?

Does anyone know if there is a microsoft or third party "ruler
toolbar" object out there. I have seen these in applications written
by small consulting company which I don't believe would (or could)
make there own custom objects. I don't need an extensive ruler; just
one embedded in a toolbar that is sizable with the toolbar. Can
anyone give me any leads?
