Can't open forms in a .NET C++ Forms application

When I click on a form, for instance Form1.H, the following error message
pops up instead of the form:

"An error occurred while loading the document. Fix the error, and then try
loading the document again. The error message follows:
The designer could not be shown for this file because none of the classes
within it can be designed."

As you can see, the error tells me very little. If I try to add a
completely new form and then open it, I get the same message. We had some
test projects laying around, so I tried one of them, and all works fine. So,
what would break .NET so that you can no longer open the forms?

This code was originially written by a contractor. I contacted him directly
and found that he too can not open the header files for this project.

Any ideas?
