ActiveX MSI for Active Directory Distribution

How can I use Visual Studio .NET 2003 to create an MSI for deploying an
ActiveX component to workstations using the method described in Knowledge
Base Article 280579? I cannot seem to do this and I don't know what I'm
doing wrong. I've checked the registry value on the workstation, published
the msi with the ocx file to the users in question and I just can't get this
to work. Furthermore when I go to add programs and manually add the control
as the user, it still doesn't work. Any ideas?
