Checkboxes Suck

THe page in question can be viewed here:

it is otherwise known as "documentupload.aspx" and can only be accessed if
you have an account and password.

What this page is used for:
Right now this page is used for Mortgage Brokers and their processors to
upload documents (in PDF, DOC, XLS, and BRW formats). As of right now, only
people with logins and passwords (users) can access this page. There is a
corresponding page where Non users can go to access these documents by
searching for the loan.

The Problem:
When a non user goes to the loansearch page and correctly retrieves a
result, they can see all of the documents that have been uploaded, but there
are many situations where the documents they see shouldnt be seen.

The goal:
When non users search for the loans to get documents they should only see
the ones that have not been deemed "Private." I would like checkboxes on the
documentupload.aspx page (the code can be seen by taking the link above) that
indicate (if checked) that the corresponding document is Private, and
therefore cannot be viewed at the page where non users go to retreive
documents.

What I have achieved:
If you take the sourcepost link and look at line 314 and remove
onCheckedChanged="ChangePrivacy"
and remove completely lines 240-244
you will get a page that loads correctly and correctly displays the checkbox
with the corresponding values in the database. The problem is that checking
or unchecking the checkboxes does not change what is in the databsae because
I don't have a function for it. I have tried developing a function and
running it several different ways, but nothing I have tried works.

I think the solution is simple because Ive noticed that the harder I try,
the simpler the solution was.
