VB.NET and InstallShield 5.0 Express

I have a VB.Net application that I am trying to build an installation package
via InstallShield Express 5.0.

I go through the new VB.NET Wizard and it collects my info and tells me that
it is adding the install project to my solution but just opens the solution
without adding any install project.

I also tried to manually add an InstallShield Installation project but
cannot find a teplate from one when I create a new project.

I am running InstallShield Express 5.0 SP2, Visual Studio .Net 2003 (Dev Env
Version 7.1.3088 and Framework 1.1.4322)
