what tools to use for new system?

Hi,

I have an application thatuses VB 5.0 and Access 97 as a back end.

Basically the system is a heavily programmed MS FlexGrid in which views can
be changed by location and products using a Tree structure to the left of the
grid.
The flexgrid is loaded from Access 97 database and it also contains rollup
cells.
Data can be edited and child cells can have the data pushed down and
distributed to them. Distribution can also occur right to left, left to right.

Rollups of groupings of locations and products also occurs on the grid.

I am trying to decide on a new technology to perform the functions of the
flexgrid.

I will be using SQL Server 2000 as a backend and the database should under
go minimal changes.

The front end and logic layer is the part I'm not sure about.

This application is 7 years old and I want to use the latest and greatest MS
has to offer as a development tool for this type of application.

Some of the options could be: (this application will be web based)
MS Flexgrid
Excel Spreadsheet (Excel Writer)

Are there also any third party development tools/ plug-ins out there that
very robust for creating a roll-up/push-down and distribution grid?
