How OS identifies if a given .EXE is developed using VB 6 or VB.NE

What is the process in which Windows OS identifies an .exe when attempted to
be executed; whether that .exe is developed using Visual Basic 6 or Visual
Basic.NET or for that matter any non compliant and .NET compliant language
