Installing .NET application and ODBC

Prior to the installation of a .NET application our ODBC displays in English;
however, once we install our .NET application the ODBC displays in Japanese.
What would cause this? As a result, our database connectivity is not
working. Any helps and/or suggestions would be appreciated.
