How to run .NET Dlls under different accounts

Is it possible to specify which windows account code in a .NET library will
run under. I used to do this in vb6 by using the MTS and specifying an
account.

If your code inherits from ServicedComponent, you can register it with COM+
and specify the account.
Alternatively, you can specify the account that the entire app will run
under using the config file. Google for "impersonate=true"
