Downloading dotnetfx.exe stops at 15%

For the past couple of days I have been trying to download the 1.1
version of dotnetfx.exe (.NET runtime) from the MS website. It stops at
3756 KB (15% done) and will not resume. I have downloaded the 2.0 beta
but it is the 1.1 that I need.

Something I am doing wrong or is there an issue at the server end?

I was having trouble downloading the XP SP1 to install over a network the
other day. It kept stopping at seemingly random points; I did manage to get
it after a few tries though, so maybe worth persevering?
