can't run dotnetfx

I created a Application and I'm trying to run it on a different computer than It was created on. The computer I'm trying to run the appulication on is running Windows 2000 Pro. The computer is a stand alone and not connected to the internet.

I downloaded both dotnetfx.exe and the SDK package which has dotnetfx as part of the download.

I took dotnetfx.exe to the computer, created a folder called dotnetfx and copied dotnetfx.exe to the dotnetfx folder. When I go to the command line and try to run dotnetfx.exe I get a windows error message that says dotnetfx.exe in not a valid Win32 Application.

What am I missing? I know very little about programing.
