Publishing policy

I have an issue regarding publishing policy?

First I created two dlls with strong name. So this two dlls having different version number. Then i added both assemblies to the gac.

These are the version numbers.

oldVersion="1.0.1616.31961" newVersion="2.0.1616.31997"

I created publishing policy assembly and added to the gac.

<dependentAssembly>
<assemblyIdentity name="RRAssembly" publicKeyToken="983ef0da0a94bd39" culture="neutral" />
<publisherPolicy apply="yes"/>

</dependentAssembly>
</assemblyBinding>
</runtime>
</configuration>

Now I created the exe with first version assembly. Now I copied exe to the another place and executed. So it always take assembly from the gac. It always calling the first assembly but not version 2. I tried many ways but unable to call the version 2.

Please give me an idea .....
