There are different options for implementing a scheduling app. It depends
on the problems you are solving.
First, WIndows already has scheduling service, which may or may not be
enough for your applications.
Second, it makes sense to implement your shceduling application as Windows
Service to provide reliability. Windows services can be started
automatically after computer reboot without logging in as a user. Also,
Windows can automatically restart the application if it crashes.
There are also different options for storing data. Depending on the
complexity and the desired reliability you might choose SQL database, file
system, etc.
