Corrupted Framework - _CorExeMain

I keep getting an error "Could not run the given program. _CorExeMain
failed." everytime I try to run a VB.NET application from the Visual Studio
2003 IDE.
I have tried re-installing the .NET Framework but it too errors out. I have
also been unsuccessfull in uninstalling the .NET Framework, in my attempts
to fix the problem.

I'm running Windows XP Pro with all updates/patches/service packs and Visual
Studio 2003.

Any ideas on how I can fix the problem?
