How does one enable the drawing tools (VB.net)?

the image editor toolbar is visible but none of the controls are enabled. I would like to drawing a few simple shapes on a form. How do i enable this toolbar

Those are not for forms, they're for images (icons, bitmaps, etc.)

The "shape" concept that VB5/6 had is gone from WinForms. AFAIK you have to
draw them manually now.
