question on Machine.conf tuning parms and Hyper-Threading Technology

I am running an asp.net v1.1 application on windows 2003 with dual
Intel chips that support Hyper-Threading Technology.

Some machine.config parameters state that I should multiply the value
by the number of CPUs.

In this case should I use the actual number of CPUs (2) or the number
of CPUs that show up in taskmanager?

Like wise, when .net calculates the number of cpus for determining the
maxWorkerThreads, would I end up with 200 worker threads or 400?
