ctrl-z does not work

This is happening also with MINGW compiler, so it is certainly not a VC++
bug but perhaps a Windows bug? The code:

#include <iostream>
int main()
{
using namespace std;

while(cin)
;
if(cin.eof())
cout<<"EOF was detected!\n";
}
does not work when i press Ctrl-Z to signal EOF but the code
int main()
{
using namespace std;

for(int c=0; c!=EOF; c=getchar())
;
}

works.
Is it documented anywhere as a Windows or whatever bug? If yes, please
provide any relevant URLs to MSDN or whatever.
