Cannot repair, install, uninstall VB.NET 2K3

When I try to repair, change config, install and uninstall an existing
VB.NET 2K3, it gave me the following error in the file vserror71.txt:

Visual Basic .NET Standard 2003 - English: [2] ERROR_FILE_NOT_FOUND returned
in CRootComponent::Install; could not find file:
E:\WINDOWS\Installer\ad839.msi

(My Windows is install on the E drive). Where is this ad839.msi and who
created it?

I have another installation on another computer. It does not have ad839.msi.

My goal is to uninstall the package and install it from scratch again
because when I publish the webpage, the VB boomed out. It complained that
the server is not running .NET 1.1.

More interesting thing is that when I run the pre-requisit, it keeps on
install all the packages.
FYI. I did reboot after installed the pre-requisit packages.

Had almost same problem (upgraded from NET 1.0 to NET 1.1) but with whole
computer (bunch of stupid errors). My solution was => format c: ^_^ so only
thing I can tell you - do the same... :(
