Exception Block

I get the following error "System.Configuration.ConfigurationExceptio
Message: Exception creating section handler. (c:\inetpub\wwwroot\EmailQueueWebService\web.confi g line 5)" when using the exception block from the Global Assembly Cache. Here is the entry in the Web.Config dealing with the Exception Block. Any ideas
