Exception Block

I get the following error "System.Configuration.ConfigurationExceptio
Message: Exception creating section handler. (c:\inetpub\wwwroot\EmailQueueWebService\web.confi g line 5)" when using the exception block from the Global Assembly Cache. Here is the entry in the Web.Config dealing with the Exception Block. Any ideas

<configSections><section name="exceptionManagement" type="Microsoft.ApplicationBlocks.ExceptionManagem ent.ExceptionManagerSectionHandler,Microsoft.Appli cationBlocks.ExceptionManagement" /></configSections><exceptionManagement><publisher assembly="Microsoft.ApplicationBlocks.ExceptionMan agement
type="Microsoft.ApplicationBlocks.ExceptionManagem ent.DefaultPublisher
logName="EmailQueueWebService" applicationName="EmailQueueWebService" /><publisher mode="off" assembly="EmailQueueWebService"
type="EmailQueueWebService.CustomExceptionPublishe r"
fileName="c:\CustomPub.log"/></exceptionManagement>
