ASP.NET: can you cache entire WebControl tree?

I need to create a user control that will generate most of its output
based on the configuration stored in the XML file.

Is it legal to read the file once, build all controls in tree that
looks something like for example
<div id=userctrl1>
<div id=panel_1>
<textbox>
<textbox>
<div id=panel_2>
<combo>
<picture>

... and then put the top <div> object, which would be represented by
HtmlGenericControl into Application's Cache object?

This way when request for a page comes in, all I would have to do is
get the top object from cache and add it as a child to one of the tags
on the page.

So, is this doable? Or would I have to cache configuration and then
recreated HTML objects every time request for a page comes in?
