Devpartner profiler menus disabled/absent

I just installed the Compuware DevPartner community edition. I
created a new Windows Appplication project using C#. The problem is
that any menu/option related to "Peformance Analysis" appears disabled
or absent . For example, there is no submenu under
Tools->DevPartner->Profiler. As I understand there should be a
submenu named "Peformance Analysis" under this menu. In addition any
button on the "Performance Session" toolbar is disabled (like
Snapshot, stop recording).

Anyone encountered and solve this problem before?
