Save a file in the Bin Folder?

I'm writing a .config file using the settings class in the SignatureCapture
example from MS. I like the datafile in the app.path folder - but it is
consistently wiped out when I rebuild. . .

I assume there is a simple setting to allow it to stay?

Suggestions?
