It doesn't cost a great deal (<$100) and is a stunning tool. I've been using
it for close on 2 years now and i can vouch for how prolific these guys are.
They are working on V4 which will support UML2.0 which is cool!

The Enterprise Architect edition ships with a version of Visio that
provides some pretty good UML capabilities, even round-trip engineering.
