config file in Exception Management Block

Hi guys,
I gewt this error when i execute
*************
ConfigurationSettings.GetConfig(EXCEPTIONMANAGEMEN T_CONFIG_SECTION)==null.
I do not have any assemblies in the GAC .
****** My config file is as follows
