error when starting a new project in visual studio .net

When i start a new project in visual studio .net, an error will occur

Error writing the project file. Error loading type libary/dll

My OS is windows 2000 advance server

My OS is Windows XP SP 1 with all latest windows update.
I have Visual Studio .NET 2003 Academic CHT Version installed.
I have the same problem too.
Any new project from VC++, VC#, or VB encounters the same problem.
It prompts an alert box messaging "Error in Loading DLL."
There's no error log file created,
and I have no clues and methods to check what's going on.

I've searched Google for the answers, but it seems most of people working fine.
I've made a Visual Basic 6.0 installed before VS.NET 2003.
But I had my old computer VS.NET 2002 and VB 6.0 installed together and worked fine.

Please Help!
