COM component is downloaded every time I visit the html page.

I have COM component embedded on html page. It has version 1.0.0.1 (by default). I have converted it in cab file. Code of html is something like:
<HTML><HEAD></HEAD><BODY><OBJECT CLASSID="CLSID:D3BEF9B9-F7B5-4C24-B247-32257F37FDB6"
CODEBASE="COM.CAB#version=1,0,0,1"></OBJECT></HTML>
As per my understanding if client access this page for the first time the cab file will be downloaded, unzipped and the COM component should be registered on the client machine. When the client access this page and the version of the dll is not changed it should not download the cab file again.

But in my case it is not behaving this way.
The Com component is downloaded every time client access this page. Every time after first time when client access this page it create a directory named conflict.1 (conflict.2, conflict.3 etc.) under "Winnt/Downloded Program Files" (in win2k, windows//Downloded Program Files in WinXP) and downloads the dll on that directory.

How can I avoid this behavior so that it is downloaded just once?
What I need to do to change the version number of the dll?
