.Net (1.1) Service Startup Issue on Windows 2000 Server

I am experiencing an issue that i have seen posted with various
descriptions but lacks any answers. I have .Net Framework 1.1
services that run without issue on windows 2000 professional; however
when set to automatic on windows 2000 server the service control
manager reports that the "service hung on starting". Sometimes when
the message is reported, the service starts anyways. Other times it
doesn't. I have created an empty service skeleton, that performs no
work and the symptoms are the same. If the service startup type is
set to manual. They start without issue. Any help would be much
appreciated. I am quite stuck. (Windows 2000 SP 4, ie 6)
