Compressed file attribute bug?

I am using (C#) the following call

File.SetAttributes( name, FileAttributes.Compressed );

to try and set the compressed attribute of a file, but it
doesn't semm to work. This is on home XP, running
Cassini.

I can set the attribute manually, using the File
Properties dialog, and once set it persists until the
file is deleted.

Any idea why? This appears to be a bug. TIA.
