VB6 to .NET upgrade / INET problem

I have just installed .NET and am attemting to migrate an
existing VB6 to the new environment.

Unfortunately the migration wizard halts with the
following message which I have extracted from the .log
file:

<Issue
Type = "Global Error"
Number = "4009"
The referenced component Inet is missing a design

time license.</Issue>
</UpgradeLog>
Could someone please explain how I can overcome this.
