Enterprise services / development environment

I wonder if someone is able to shed some light on a situation. I maybe
completely wrong in my understanding, but I need some to clarify the
situation.

The general question is how do you develop a solution that involves
components that are to be placed in Component Services.

Can I build a solution that contains all the different components as
projects. Or Do I need to have them in separate solutions.

How do you debug these components once in components services?
