Assembly Dll deleted

I have two solutions. The first produces a number of assemblies, each
in a seperate dll.
The second solution has projects that reference the assemblies(dlls)
from the first solution. Each reference was added by pointing to the
dll itself.
Also, each reference has a "Copy Local" equals to false. When I remove
a reference in the second solution from one of the projects, the dll
referenced is actually deleted from the disk !!!
Is there a good reason for this other than a bug in the Dev Studio.
Is there a good soloution???

p.s. I'm using .Net 1.1 version 1.1.4322, Dev Studion 2003, version
7.1.3088 on Win XP professional version 2002, sevice pack 1.
