Cannot delete from GAC - Windows Installer

I need to be able to remove some dlls from the GAC in
order to return to using an older version of a component
but I do not seem to be able to delete anything from the
GAC in order to do so.

Whenever I try to delete a dll using a GAC removal utility
(with a parameter to force the uninstallation even if
there are dependancies) I get a message saying that the
assembly is required by one or more applications and that
there are pending references to Windows Installer.

I have made sure that nothing is running in the
background, including IIS, and Windows Installer is not
even running under services (it is set to Manual and has
not been started).

Has anyone else experienced this problem? Is there a way
to forcefully clean out (all or some of) the assembly?
