Application Blocks

Does anyone know if Microsoft's application blocks can be used with Visual
Studio.NET 2002 or will I need to upgrade?

Hi,
Some of the older app blocks like Exception Management blocks work with
VS.NET 2002 and V1.0 of .NET framework.But I suppose, the newer app blocks
recommend VS.NET 2003. It is anyway recommended to upgrade to VS.NET 2003. I
suppose, the upgrade costs as less as 30$!!

I thought the $29 upgrade price special was for US only, and expired at the
end of Sept 2003.
but here is Amazon still listing the $29 price:
