Design Mode Ruler

How can you change the unit of measure for the Design
Mode rulers-both horizontal and vertical? I would like to
change the units to inches. I'm not sure what the unit of
measure is right now but 1 inch = 2.5 whatevers.
Thanks,
ssturgis
