Graphics - Won't Layer Properly

I need to layer the first graphic so that it covers most of a second
graphic on a form. I have set the background image of the first
graphic to white, and the background image of the second graphic to
"transparent." I am still unable to layer the first graphic on top
of the second, however - the second graphic always insists on being on
top.

How do I do that?
