How to capture the mouse?

In MFC there was a capture function to capture the mouse. How do I do that
in .NET? John in the GDI forum suggested that was a more appropriate query
for the ui forum, but I could not find microsoft.public.net.ui.

I want to write an eyedropper application that will sample a pixel outside
that app's own window.
