Can not add inherited Web user control

I am finding that I am unable to add an inherited Web user control
using the Visual Studio .NET IDE. First, the option does not even
appear on my Project menu. If I customize my IDE settings, though,
and drag it there, it is disabled. Running:

VSS 7.0.9466 with .NET Framework 1.0.3705 on XP.

Help!!!
