Enable IPv6

To start developing IPv6-enabled applications on the .NET Framework 1.1, I
had to uncomment a line in the machine.config file. Ok here.

What I wonder is: the PCs where my app will be installed, also have to patch
machine.config? Or a correct installation of the IPv6 winsock is enough?
