acquirement of documents

Hi,
I've this problem:
I must develop an application using c#, to acquire
documents from scanner. How can i pilot the scanner
from .net?
I've read that there are the "WIA" drivers, but these are
only for windows millennium and xp and i want that my
application will run also in 98 ecc...
There are other way to pilot a scanner from dot net?

The most common way that will work on other OSes is TWAIN.
