Working with Exchange 2000

I am trying to solve the following problem using c#:

One of our customers sends orders using mail attachments. When these
attachments arrive at their designated mail account on our exchange server,
the attachment is checked for correct name and contents and put in a
directory which is polled by our order system every 10 minutes. The whole
mail is then moved to a subfolder under the inbox for archive purposes.

This worked fine until we upgraded from Exchange 5.5 to 2000, but instead
of hiring external help to build a new tool for doing this, we were hoping
to be able to make this ourselves using c# and the .NET framework.

What is the best way to go about this task? I've look a bit at PIA and CDO
but can't really find a solution which seems both efficient and robust.
Ideally this should run as a service that responds as soon as the order
dumps in the mailbox (event-based and not polling).
