Crystal Report- Load Report Failed exception

im getting LoadReport exception when trying to open a non embedded report
from a .NET application in Windows 98 machine (in Windows 2000 and Windows
XP the same application works fine!!!!!)
(the merge modules are already installed on the target machine)

any idea ?

I m using VS.NET 2003 and Crystal Report for .NET

I don't have an answer for you but I don't cease to be
amazed at how many times it turns out to be a security
(permissions) issue.
