Crypto limitations on 98?

I've trying to use the public/private key framework in C# and been
unable to successfully use RSA and RSAOAEPKeyExchangeFormatter to
create a secret key under 98. I'm trying to exchange a plaintext
password string with CreateKeyExchange. XP works as expected. Is there
a service pack required for 98 to use some of the .net crypto
features? Is the key length limited under 98?
