Performance problems with short SOAP messages

I'm using a wsdl.exe-generated class to access a web service on the LAN. In
case of short messages there is a 200 ms latency per call. If running in the
debugger (adds debug info to the SOAP messages), or if setting the UserAgent
property to a long string (about 2 KB), the latency is just about 1 ms per
call. Any clue?

Dear Thieme,
Visit this page 'Are web services too slow?'. You will get to know the answer.

Thanks for replying! However I don't think the answer to my observation can
be found on that page (that I already knew before). Please note I'm saying
long messages are *much* faster than short messages (1 ms compared to 200 ms)!
