can a web service call open a dialup connection ?

hi all !!!!!

I have a winform app that calls a web service. when an internet connection
is available, it works smoothly. however when doesn't exist, it fails
(underlaying network is not available) although the Internet Explorer is
configured to "dial up whenever a network connection is not present"

the question is: what should I code to have the application dial up whenever
a web service is called and an internet connection is not available ?
