Linking two mixed mode Managed C++ libraries

I am attempting to clean up some code by breaking a large mixed-mode
Managed C++ library into two.

I cannot get the darn thing to compile or link (depending on what I
do).

I have two libraries (projects). One called "core" and the other called
"server".

If I use #include's (not using references in VS 2003) from the "server"
library to the "core" library, I get undefined method (mostly ctor and
finalize) linking errors. Of course no .lib file is created, so this
makes sense. At this point there is no exported native C++
methods/functions.

If I add a reference from the "server" library to the "core" library I
get "redefinition errors" during compile time.

If I remove the #include's that some of my "server" files use to
reference some of the structures/classes in the "core" library, but
keep the reference, I get errors during compile time stating it doesn't
have a defintion for my classes/references.

How do you link two mixed-mode Managed C++ DLL libraries together?
