Waitable Timer

I use SetWaitableTimer to delay between writing messages out serial I/O
ports. However, if I set the due time to -325001 or larger (more negative),
it waits about 70.449 msec. But if I set it anywhere from 0 to -325000, it
waits about 0.2 msec. I need it to wait 4 msec, but I cannot get it to wait
anywhere between 0.2 and 70.449 msec. What am I doing wrong? What have I
failed to set up Am I going to have to convert to Microsoft Windows XP
Embedded?
