internal compiler error msvc 7.1

The following causes an internal compiler error:

void f (int &a)
{
int (const &b) = a;
}

(Yes I know it's not correct c++).

If that's all it takes in VC7.1 (I've not tried it), it appears to be
fixed for VS2005, the beta 1 compiler reports:

error C2143: syntax error : missing ')' before 'const'
error C2059: syntax error : ')'
