creating user control in managed c++ executable

How can one create (or subclass) a WinForms control in managed c++
program?

I can inherit from ListView and add all the functionality I need, but
then there is no way to add my new control to any form (or to put in
in the toolbox).

When I do "Add new item"->"User control" it displays an error message
"User controls can only be added to DLL projects".

All I need it to inherit from ListView and to add a few additional
member functions and variables, is this possible in Managed C++ with
WinForms?
