Fortran user accessing system.decimal

Intel Visual Fortran v8.0 installation requires C++ Net be installed
altho it does not itself support managed code generation.

Fortran historically has had nil support for floating decimal.
My question is can I use C++ to generate a set of functions that use
net's system.decimal so that Fortran user has access to a set
of functions, ie. z = dadd(x,y) that are accessible from
a unmanaged code exec?

Or more pertinent to C++ users here,
could C++ unmanaged exec call C++ routines(managed or unmanaged)
that have access to system.decimal functions to provide a set of
wrapped routines for +-*/ etc.
